Oregon requires that package labels for pre-rolls include both the weight of usable marijuana and the "Net Quantity"* including the weight of any additional materials such as rolling paper and filters.

Enter the weight of additional materials
From Inventory > Products, select a Pre-roll product, then click the Inventory tab:
For each active SKU, select Actions > Edit to access the Edit Inventory screen. Scroll to the Additional Materials section at the bottom:
Enter the Material Name (e.g., "Paper", "Crutch", "Filter", etc.) and its weight in grams. Be sure to enter a 0 before the decimal (for example, 0.03, not .03). Select the + sign to add this material.
Repeat as necessary until all additional materials are accounted for.
When you're finished, scroll up to the top of the page and Save.

The label includes:
- The weight of usable marijuana only, as entered in the Weight field on the product's Details tab.
- "Net Quantity"*, which includes the weight of usable marijuana plus additional materials.
*Though this varies somewhat from the traditional definition of "net quantity", per OAR 845-025-7000 section 40: Net quantity/net weight "as applied to pre-rolled marijuana includes the dried marijuana leaves and flowers, the rolling paper, and the filter or tip."
